Only half of the American companies have a Code of Conduct, and no one controls their compliance with the standard. This is the finding of the Council of Economic Priorities (CEP) organization, which is awarded with alternative Nobel prize, after surveying more than 300 companies. (in Hungary only less than 10% of the companies have such Code of Conduct.) On the basis of this finding, based on the human rights, the above mentioned organization established the SA8000 (SA means Social Accountability) following the pattern of the ISO standard, which is a voluntary standard about working conditions.

The SA8000 is introduced at the Company on its own or connected with another similar standard, like it has been at more than 30 companies around the world. Though this number may seem insignificant, it has to be taken into consideration that ten multinational companies are among the committed ones. “This is not insignificant, since only at L chain, the largest cooperative chain of retail shops it affects approximately two million persons” explained P, the representative of the Company.

However, the Company –at least for the time being – cannot declare that every product sold by them is in compliance with the SA8000. It may be stated only about the analyzed products, which include all the L brand name products, which are purchased from 300 suppliers and half of them have been surveyed in the first part of this year. At the same time the Company has to buy pineapple from a company in Kenya, which is known to work people for wages below subsistence level. At the same time the Company undertakes to sell tomatoes which is picked in Italy by officially reported workers, though in the south often foreigners are hired to work on the tomato fields

Now, SA8000 has come to Central Eastern Europe. Though there is no local auditing, a pilot project is in progress in Romania, and the auditing of a power plant is imminent in Poland. “The ethical infrastructure has to be established in this region, and this standard is part of it” stressed Professor L Zs, head of the business ethics center of the Budapest University of Economics.

“Though Hungary and the region in general is in a pretty good position, there are several problems with the ratification of the recommendation of the International Labor Organization” said Giuseppe C, the Director of the above mentioned organization in Budapest. Hungary has ratified 66 of the 182 conventions, but the best one in the region, Poland has ratified also only 81 conventions. C said that the problems start after the ratification: most countries does not care about the compliance with the recommendations
